The City of Weyburn acquired the former Haig School Site located at 1113 Coteau Ave with plans to develop the area into multi-park space. A concept plan was developed to be the future Young Fellows Park which will include such amenities as pump track, multipurpose sport court, washrooms, parking lot, irrigation and other amenities. It was determined the area where the school was demolished still has large debris such as rebar, large metal conduit, and other debris under the surface, which will need to be removed for construction of the new park. The City of Weyburn is requesting proposals from interested qualified vendors to remove and dispose of 2 to 3 feet of the top surface and debris of where the school once sat, replace with suitable topsoil (see below requirements) for turf and vegetation growth, graded to allow for water runoff, and suitable conditions for future development for above and below surface construction. Soil Quality and Purity Requirements The contractor shall ensure that all fill brought to the project is clean, inert, and free from contaminants, in accordance with Saskatchewan environmental regulations and the Canadian Council of Ministers if the Environment (CCME) Soil Quality Guidelines. Prior to delivery, the fill soil must be tested by an accredited Canadian laboratory to verify that it:
All test results and a Certificate of Analysis must be submitted to the owner for review and written approval at least 10 days prior to delivery. Any fill not meeting CCME or Saskatchewan Ministry of Environment standards shall be rejected and removed from the site at the contractor’s expense. Grading Requirements The contractor shall ensure that grading will be at a 2% grade for overland drainage to prevent water from pooling inside the park. * Mandatory site meeting will be required by emailing cblock@weyburn.ca or ph. 306-848-3279.
