Introduction The City of Weyburn (“the City”) is requesting proposals from qualified and experienced engineering consulting firms (“Consultant”) to provide detailed design drawings, tender documents and procurement services for the reconstruction and/or rehabilitation of 1st Avenue N (SK HWY 13) from Government Road (SK HWY 35) to 13th Street. Following the award of the construction contract, the firm may also be requested to provide contract administration, site inspection and as-constructed drawings. However, this will be a provisional item, the costs of which will not be included in the overall evaluation of the submissions for this RFP. Further details on the scope of work are provided in the attached RFP document. |

Awarded Summary
The road reconstruction design RFP included the design and planning for the traffic signal light replacement at the Government Road and 1st Avenue intersection in an attempt to reduce the number of lane and intersection closures. After careful consideration to strict deadlines set by the UHCP funding allocations, the Engineering department decided to separate the traffic signal light design and installation to a separate contract to have it completed before the road construction on 1st Avenue even begins. The four (4) lowest bidders were asked for alternative pricing with this scope reduction during the bid evaluation period. Allnorth Consultants Ltd. proposed the new lowest bid with the reduction in scope. Their new proposed fees along with their exceptional portfolio of municipal road rehabilitation and highway corridor improvement projects resulted with the highest ranking in the bid evaluation.
Allnorth Consultants Ltd. was awarded the reduced scope project for $39,990.
