The City of Weyburn (“the City”, “Weyburn”) is seeking proposals for the provision of services to construct Stage 1 of its Landfill Expansion, complete with a waste cell, a leachate pond, a sub-drainage storage pond, temporary and permanent perimeter berms, access road, and leachate collection system. The Expansion is located on the southside of its Existing Cell at its Waste Disposal Ground (WDG). The WDG is located at SW & SE ¼ 16-08-14-W2M, ~1 km south of Weyburn, Saskatchewan and hereafter referred to as “the Site” or “WDG.” The WDG includes, the Existing Cell, a scale house, an equipment garage, Eco Centre, Burn Pit, Recycling Area (Z-Wall), Metal Recycling Area, Compost Piles, Asphalt and Concrete Areas, and a Cover Soil Stockpile. 

The proposed Stage 1 is located at southwest of the Existing Cell within an unused area of undeveloped land and old recycling concrete area. The Leachate Pond and Sub-drainage Storage are located at northwest of the Existing Cell, and within the footprint of the undeveloped area. The City plans to build Stage 1 Cell in 2024 and the other facilities in 2025. Please provide a separated quote to complete the scope of work for 2024 and a separated quote to complete the scope of work for 2025.

 The scope of work will include provision of labour, materials and equipment to complete the work and not limited to the following tasks:

1. Site Preparation: includes waste removal (cutting and grading to create the northern side slope of 3.5H:1V for Stage 1), topsoil stripping, subgrade preparation, grading, compaction, and temporary storm water management.
2. Access Roads Construction: includes clearing and grabbing, topsoil removal, excavation to subgrade, construction of base and sub-base, the crowning of the road and construction of side ditches as per the design drawings and specifications.
3. Borrow Materials: Excavation of Borrow Materials, including bottom barrier clay for Stage 1 and the leachate pond clay subgrade, and berms.
4. Construction of the Landfill Expansion Cell (Stage 1): includes liner (clay bottom barrier, geosynthetic clay liner (GCL), geomembrane (GM), and geotextile, the Leachate Collection System and perimeter berms.
5. Construction of the Leachate Pond: includes excavation to subgrade, installation of Planar Drainage Geocomposite (DrainTubes), construction of the gas vents, in-situ clay compaction, geomembrane installation, tie-ins to leachate outlets, leak detection sump, berms, gates, and fence.
6. Construction of the Sub-drainage Storage: includes excavation to the designed elevation of the bottom, grading and compaction of the base, groundwater pipe collection system tie-in, To spread the upfront capital cost, Stage 1 and the Leachate Pond will be built over a two-year period in 2024 and 2025, respectively.
